The Armenian Auto Insurers' Bureau and the Green Card Bureau have lately intensified discussions over the possibility of Armenia's membership in the international system of car civil liability. Vahan Avetisyan, executive director of the Armenian Auto Insurers' Bureau, said that the process is underway for a year now, with relevant discussions on joining the Green Card system.

"In June of this year, we were with the Central Bank representatives at the Green Card Bureau headquarters in Brussels, where we studied the mechanisms of the system and discussed the main issues of our participation. Then, on September 4-8, President and representatives of the Green Card Bureau visited Armenia. A series of meetings were organized with the CBA, the Auto Insurers' Bureau and the RA Traffic Police, as well as an extended workshop, during which the Green Card Bureau delegation presented the basic principles of the system's operation, as well as the problems that should be solved related to Armenia's accession to that system, said V. Avetisyan.

The main problem of delaying the membership process is the limitation of the policy for cars registered in NKR, and for foreign drivers entering the territory of NKR, accidents are not compensated by Green Card policies.

According to him, the rest of the issues are legal and financial. "These proposals are based on a number of legislative and sub-legislative amendments that we have already accepted. We need to discuss with our insurers more in detail and select appropriate financial instruments within the Green Card Bureau rules, "said Avetisyan, ArmInfo reports.

One of the most important requirements for Green Card Bureau member countries is the mandatory accession to the International Road Traffic Convention and to the International Roadmap Convention. Moreover, Armenia is already a participant of the first, and the process of joining the second one started a month ago. In particular, the Ministry of Foreign Affairs, the Ministry of Justice and Traffic Police are already working in that direction. "I think that as a result of all the meetings and workshops, the Green Card Bureau leadership has gained a general idea of ​​further steps that will help Armenia connect to that system. As I have already mentioned, steps are being taken in all the mentioned directions, "V. Avetisyan concluded.

It should be noted that at present Green Card system operates in 47 countries. All participating countries, which joined Russia in 2009, also know Green Card Policies. These are mainly European countries. Morocco, Tunisia, Iran, Turkey and Israel are members of the system from Asia and Africa, and from the USSR - Ukraine, Moldova, Belarus, Azerbaijan and the Baltic republics.
