Based on applications filed by taxpayers, the State Revenue Committee conducted 134 investigations to substantiate the amounts to be paid on a single account for a total of 15 billion drams ($ 968 million) paid for operations with zero VAT rates for the first quarter of 2018 . As a result of the requested funds, 15 billion 475 million drams were justified, and 492 million 707 thousand drams were not substantiated.

According to Tigran Kirakosyan, the chief of the inspection department of the State Revenue Committee, 32 cases were satisfied in the simplified scheme on the basis of applications of up to 20 million drams, out of 52 applications submitted during three months of 2018, the total amount of which was 158 million 869 thousand drams. And for 20 cases that did not meet the criteria, studies were conducted in due course.

During the reporting period, the total amount paid by zero-VAT transactions to a single account amounted to 17 billion 671 million drams, including a revised but not refunded VAT refund amount as of December 31, 2017. In the first quarter of 2017, 13 billion 286 million drams were returned to taxpayers, which means that in the first quarter of 2018 it was returned by 33% more. As of April 1, 70 studies on the 8 billion 703 million drams required by taxpayers were conducted for amounts recovered from zero-VAT tax operations.

The amount of income tax, directed to repayment of interest on a mortgage loan from the state budget of RA, as well as the number of persons using legal opportunities, have increased. For example, in January-March 2018, borrowers (co-borrowers) were paid back on mortgage loans to buy housing or build their own housing from the paid income tax in the amount of 885 million 679 thousand drams, which exceeded the indicator of the last year (501,003.2 thousand drams AMD), by 384 million 676 thousand drams or 76.8%. At the end of the quarter, 2,710 beneficiaries were involved in the process, compared with 1,638 during the same period last year. The number of people involved increased by 65%.

For exporting goods purchased by foreigners on the territory of the Republic of Armenia with Tax free accounts, 232 million 159 thousand drams of VAT were returned in the first quarter of 2018, which exceeded the indicator for the same period of the last year by 146 million 139 thousand drams or 169.9% . However, compared to March of this year in April, there was a significant reduction in the amount of money returned by Tax free accounts. So, in March 2018, 144 million 346 thousand drams were returned to foreign citizens and only 11 million 384 thousand drams in April. The reduction in the amount returned by Tax Free accounts is mainly due to the unprecedented decline in inbound tourism.
